To make OpenSUSE let you mount devices and configure network as a user you have to adjust:
/etc/polkit-1/localauthority.conf.d/60-localauthority.conf
[Hibernate permissions]
Identity=unix-user:YOUR-USER-NAME
Action=org.freedesktop.upower.suspend;org.freedesktop.upower.suspend
ResultAny=yes
ResultInactive=yes
ResultActive=yes
[Storage Permissions]
Identity=unix-user:YOUR-USER-NAME
Action=org.freedesktop.udisks2.filesystem-mount;org.freedesktop.udisks2.modify-device
ResultAny=yes
ResultInactive=yes
ResultActive=yes
[Network Permissions]
Identity=unix-user:YOUR-USER-NAME
Action=org.freedesktop.NetworkManager.enable-disable-network;org.freedesktop.NetworkManager.enable-disable-wifi;org.freedesktop.NetworkManager.network-control;org.freedesktop.NetworkManager.sleep-wake;org.freedesktop.NetworkManager.wifi.share.open;org.freedesktop.NetworkManager.wifi.share.protected
ResultAny=yes
ResultInactive=yes
ResultActive=yes
And then restart the computer to reload new priviledges. (could be done even with restart, probably, but that's unimportant)
